Notes from Legislative & Research Committee Meeting

MAT Office, St. Michael MN | September 15, 2026 | 9 AM – 12 NOON

Present from Helena: Supervisors Ed Nytes and DeAnn Croatt

A group of 32 township officers and MAT staff met to discuss legislative priorities. The meeting was facilitated by Graham Berg-Moberg; Steve Fenske was present also.

The pledge was recited.

Attorney Berg=Moberg opened the meeting explaining the committee charge and goals, followed by a legislative recap.

Approved the following resolutions to be voted on at the Annual Meeting December 11, 2026 in Nisswa:

1. Increase funding to $125M for roads and bridges
2. Town aid equity on a per person basis
3. Annexation fairness
4. Local capacity – unfunded mandates, i.e., paid leave
5. Township law updates, i.e., ex officio notary, ROW
6. Solar location preference
7. Concrete truck not allowed to clear out on roadway
8. Data centers requiring township input

Legislative priorities established as:

1. Transportation funding
2. Rural emergency medical services
3. Annexation fairness
4. Taxes and state aid
5. Broadband funding and universal cell phone coverage

Rapid Response Plan - MAT is recruiting officers willing to testify at committee meetings; sign up will be sent by MAT. Graham will share his PPT.
